I think he wanted to find the Operating System Block size from inside Oracle, not the Oracle Block size. These are two different things.

If you are looking for the OS block size I would trust the word of your Sys admins, Oracle doesn't store it anywhere. But are you sure Oracle cares what the OS block size is?
