What is the value of ORA_SID ? Does such an instance exist ? Are you sure that you have set up TNSNAMES.ORA, etc. are correct ? Is the listener running. Try stopping and restarting it, and see if any errors are reported. Finally, try using the '@' syntax to connect to your databases.
