TNS:could not resolve service name ERROR - HELP

I'm trying to connect to Oracle 7.3 using SQL Plus and I get the following
error:


        ERROR: ORA-12154: TNS:could not resolve service name 



I then get a login which I enter and then I get the following error:


        ERROR: ORA-03121 No interface device connected - function not performed




Any ideas?
