You did not specify if you are connecting to a local or remote database under Unix, VMS, or NT, but try the following:

Look in the tnsnames.ora file for the Oracle sid that your trying to connect to and verify that A) the entry is there and B) that the port address listed in the entry, is the address used by the instance. The tnsnames file can be in any of several places based on the environment. We have ours Unix: /var/opt/oracle

                                                     VMS 
ora_root/network/admin

If the local tnsnames.ora appears OK, then check the listener.ora file for the instance for the matching sid entry.

All this assumes you are referencing the correct sid to begin with.
