Automatically execute SQL-script at instance startup?

Hello,
to cope with ORA-04031 I want to automatically execute a script that pins a bunch of packages at instance startup. My script should of course run both at system boot and when the instance is started manually. Can this be done? How? I'm using Oracle Workgroup Server 7.2 and Windows NT 4.
