EBU - 5634 Tgt DB started but closed

On a sun/solaris 2.5.1, Oracle 7.3.3.
When attempting to register a database receive the error message: EBU - 5634: Target Database is started but closed. Fully shutdown for an offline operation or open for an online operation.

The database is open. I can connect on the server or from a client using a variety of tools such as Oracle Enterprise Manager, SQLPlus, svrmgrl.

What would cause an error like this when the database seems normal in all other respects?

Interestingly, Instance Manager status shows a question mark (?) for Started, Mounted, Open. Where does Instance Mgr get this info? Received on Tue Jul 29 1997 - 00:00:00 CDT
