That is a classic Web Server problem and has nothing to do with ORACLE. You should locate the install directory of the web server and find the log directory. If you are using a standard install it is usually
../httpd/logs/error_log
In this log will be a definite and detailed message of what actually happened. Hope this helps. If not then email me directly and I will try to help.
