What exact versions of the 16-bit SQL*Net software do you have ?
You need a very recent version to be able to connect to a local NT instance (I can't remember the exact version) as many earlier versions, although able to connect to a remote instance, couldn't connect from 16-bit client to 32-bit server on the same machine.
