One final note: I have also received this message over DecNet even when
the TNSNAMES.ORA file was correct, but the server node had not been
defined in the client's network database. The error message is very
misleading in this case, not because it's lying, but because the Oracle
documentation says it's a problem in TNSNAMES.ORA.
