This is a pretty fundamental problem. There is a file TNSNAMES.ORA on your system, presumably a workstation of some sort, or perhaps the server itself if you are using telnet to log in. That file contains a list of Oracle instances available to you and helps the network software (SQL*NET) connect your server manager client to the instance, probaly via TCP/IP, or some such protocol. That file may not exist, or may be incomplete or incorrect.  The easy thing is to copy the file from a PC that has a copy of server manager that works. Use the same directory location, etc. If that doesn't work, hit the books and learn about TNS and SQL*NET.
