What is most likely to destroy an Oracle database is giving access to any DBA activity that isn't a member of the DBA team and properly trained in security, stability, performance tuning, scalability, and other related issues.

I'd not give DB Console to a developer.
I'd not give Grid Control to a developer.
I'd not give RMAN to a developer.

And I sure wouldn't give SQLDMO to either a developer or end-user.
