At my company we don't run Oracle on Windows, but all our Oracle DBAs have local admin rights nonetheless. I think it would be a good idea to document why anyone (DBAs included) need local admin rights. The way I read it, SOX is pretty specific about granting access on a business-need-only basis. So like you said, if you need it to do your job then the best thing to do would be to go ahead and document.
