How about looking for them? It's not too hard.

Places like
  news.announce.newusers
would be a good start.

  news.* has all the details for every aspect of usenet, including how to start new groups, fake groups for testing your reader program, etc etc etc.

There are also RFC's on the topic - if you care to look for them.

It's all right there waiting to be read, some of it has been sitting there for a decade or more, and guess what, even messages posted years ago on obscure topics - but which followed the long suggested rules on posting (such as not top posting and quoting in context) - are all still useful documents to those who have a reason to read them.

You may find it useful to get "your" reply at the top of "your" question, but it makes little sense to anyone else later on.
