Or perhaps a patch to the filesystem / disk-subsystem / cluster ware. In the cdo.server group, there is currently a discussion about dbwr and lgwr that deals with 1 attached storage, 1 instance and different behavious when handling that instance from either of two versions of Solaris. Makes one wonder what your Solaris & h/w configuration happens to be.

Aside from that - I totally concur with Joel ... pick a formal analysis methodology and follow it. Especially in your organization, with the splits in responsibility, documentation is key. The Performance Tuning Guide for your version is your friend here.
