This is pretty bad advice. It is the moral equivalent to going to the dealer and asking them to quote a price and telling the sales person to write the contract - without ANY due diligence!
Where your analogy fails: you don't differentiate between manufacturer and dealer. With a car, you would probably do some investigation on ball-park prices, including going to the manufacturer's site and checking the suggested retail price. Then go to the dealer armed with some knowledge.
When's the last time you bought a car directly from the manufacturer? When's the last time you bought a car at the MSRP? How did you know the MSRP? (The manufacturer told you, probably using a sticker on the car at the dealer's location.)
Oracle Store represents the manufacturer, the sales rep represents the dealer. At the very least, go to Oracle Store (http://oraclestore.oracle.com) and get the MSRP. THEN negotiate.
