Which part of "Personal" doesn't clearly tell you that what you just asked for was help in violating your license to the very Oracle software you are attempting to install.

If what you intend is users as in schemas please clarify.

Assuming the later a few things are required, at a bare minimum, before any help is possible.

  1. Oracle version
  2. Operating system and hardware

We are not able to look over your shoulder.
