There is a pretty major incompatablity with RH 9 and Oracle 9i with RH's move to the new Threads library. This is manly due to the fact that only jre 1.4.1 supports those threads.

There is however a work around to get it installed and usable for client based use.

LD_ASSUME_KERNEL=2.4.18 If you set that you will be able to make it through the installation.
