Forms and Configurator are two different animals. Configurator is a tool for generating dynamic web sites with specific Q&A paths and is 'optimized' for an E-commerce style "answer the following questions to get yor optimal configuration" interaction.

I'd also consider Configurator any place I want a questionnaire or pop-quiz with any variant of multiple-choice, check-box, true/false, n-of-many, and so on.

You do not provide sufficient information to support an analysis. This could be a case of "If all you have is a hammer, everything loks like a nail." Conversely it could be a the correct solution if your custom forms are trying to simulate what Configurator does best.
