Is the problem with the specific PC?
Can you get any connection using ACCESS to any Oracle database?
If so, what is different between the case where it work & where it fails?
I "assume" that Access uses ODBC.
Can you get any other ODBC-based client (sofware) to connect to
any Oracle database?
Simply put, you need to individually test each piece in the chain
between the client that fails & the target database PLUS verify
that you know how to successfully configure & use each component.
