Obviously if we were talking UNIX it would be easiest in that one can:

rm -r *

on the Oracle directories or just dump u03 and make it all go away almost instantly. About the only thing left would be a .profile entry or two.

on Windows a quick run with oradim cleans up the services ... 30 seconds if you forgot the syntax and have to run oradim to see it.
open the registry and dump HK_LOCAL_MACHINE / SOFTWARE / ORACLE and the homes are gone. ... 15 seconds. drop the oracle base directory and everything under it. ... 4 minutes while Windows does a lot of deletes drop PROGRAM FILES/ORACLE ... 14 seconds

For a total of 4 minutes 59 seconds. And all Oracle Homes, all Oracle software, and all Oracle inventory files are gone.
