Memory Hog?

ORA 9iAS on win2K SP3.

On startup my Task Manager shows 3 lots of Oracle, is this normal? Each is using 22MB of ram and is showing 57K of page faults.

Right now, after only bringing up outlook express, the bottom of the task mgr shows 39 processes, cpu usage of less than 10% and mem usage of 750,000KB/1,225,248KB.
On the Performance page the data is:

    Commit Charge (what on earth is this?)

Any help would be appreciated,
