Toad would get only out of date when Oracle would start to ship a graphical pl/sql editor in their standard product. As long as Oracle doesn't do that there is a market for TOAD and many, many other tools. I also believe there still is a full blown OEM, being a separate product, and the standard OEM shipped with every release. TOAD can do more than the standard OEM.
