Comparing TOAD and EM would be like comparing apples and oranges. TOAD should be compared with other development tools like PL/SQL Developer. IMO, I have yet to see a better tool in the market for PL/SQL development then PL/SQL Developer. It's easy to use and has tons of nice features which includes a pretty respectable PL/SQL debugger...plus, you can add on your own plugins. TOAD's only appeal is that it is a freeware.

Best thing to do is download both tools and try them out.
