That depends what's your definition of "an experienced person". I think that these questions are very good, if you need a junior DBA to join your team.

Hey, but you can't expect that anyone can solve this particular problem without some tries. I suppose that you also didn't came to server and immediately know that select [columns] would work, but select * wouldn't. :-)
I have also one remark to second part. I'm in IT for years and I think that be paranoic is a survival trait in this field. Yes, you can solve the problem with bad data block without export and import, but you never know what was the origin of this problem. If I have a time for downtime, then recreating database, but also testing drives for bad blocks can be a good idea. If the problem is in HDD, you can be happy that you solve this problem by your way, but after week you can have another bad blocks and at that time you may not have a luck.
