If you're in a perm job, then get your employer to send you on the oracle training courses. Besides the standard waste of the first day talking about where the toilets are, what to do if there is a fire, and going 'round the room talking about why you all are here, the course material is normally quite sound.

Other than that, start maybe with technet.oracle.com

Or (since I'm an Oracle trainer in Scotland) get your employer to get in touch with me...
