Almost all of the Oracle ODBC drivers out there will need you to install the Oracle network layer. The Microsoft driver will want to use the 7.x version and the later Oracle 8 drivers the Oracle 8x client. There used to be a company called OpenLink that provided drivers which implemented the TTC wire protocol for Oracle SQL*Net and didn't need a client layer (similar to the Oracle JDBC driver not doubt).
