This looks like it may be too much for someone with no Oracle experience. Hire a consultant for a week and have him step you through everything he does and make copious notes. Register as an Oracle developer (free) so you have access to all of Oracle's documentation. And yes, once you can do everything you wish, and understand it, it will help you to do some DBA work. Of course, there's quite a bit more - PL/SQL, tuning, backup and recovery etc. So doing the work below isn't sufficient to become a DBA, just a help.
