ORA-07690 on OpenVMS 7.1

We changed the db_block_buffers in the init file to double what it was (trust me - there's MORE than enough memory available to do this) and the DB would not start back up - instead it gave an ORA-07690 error.

I can not find the messages and codes book, but oerr gave me the following:
ORACLE7> oerr ora 07690

Defaulting to language code: US.

WARNING: the ORA_ROOT:[RDBMS.MESG] directory does not exist.

         Defaulting to ORA_ROOT:[RDBMS].

ERROR: the ORA_ROOT:[ORA_ROOT:[RDBMS]ORAUS.MSG] file does not exist.

       Defaulting to ORA_ERROR.

Searching DISK$C1LV0:[ORACLE.ORACLE7.RDBMS]ERROR.MSG; for message number 7690.




07690, 00000, smscre: $CRMPSC_GDZRO_64 failure

Also - we are running Oracle 7.3.3.6 on OpenVMS 7.1 with three instances on this machine. I am searching for the VMS documentation - anyone have a clue in the meantime? Oracle support hasn't been much help thus far. :(
