I think I've found a work-around (at least on my NT 4.0 SP6 IE 5 system):

Turn off the "JIT compiler option" under IE 5 Tools -> Internet Options -> Advanced -> VM, then restart IE.

The Oracle navigator will then launch (but you have to be patient).
