Oracle probably just hasn't tested this combination, because AFAIK the 16-bit client was desupported with 7.3.4 (as 7.3.4 will be desupported at the end of this year, and many sites in the Netherlands still need to upgrade), and winsock 2.0 was introduced with SP4, when 7.3.4/sqlnet 2.3.4 was already the only supported version. You probably should get in touch with support.
