Brian,

Developer 2.1 uses the older version 2.x of sqlnet. Look in the Oracle for NT or 95 program group (start, programs, Oracle for ?) and you should see the "SQLnet Easy Config" Icon (not the Net8 Easy config). Configure that version and your off to the races.
