What is your platform? Under UNIX, all a client has to do is sign on to the server, set their ORACLE_HOME, ORACLE_SID (and possibly others) and they can use the imp/exp utilities. They should also have $ORACLE_HOME/bin in their path. When running these utilities, they will only be able to export objects they have permissions for.
