You can either use Delphi Client/Server version (Delphi 5 Enterprise Edition), or purchase an add-on component such as Direct Oracle Access.

You can purchase DOA from http://www.allroundautomations.nl/ DOA is an excellent product which solved 99% of the problems I was having getting Delphi to talk to ORACLE.
