I do not have a lot of experience with OCI. I don't think that you can achieve a 'SELECT * FROM dont_know_how_many_columns' with OCI.

For the 2nd part of your question I can give you 2 advice: 1) learn PL/SQL and ProC
2) use Oracle documentation
