How do you vary the charset used by an application?

I have an embedded SQL application which will only ever use the default US7ASCII charset.
It does not respond to the setting of NLS_LANG, unlike eg SQLPLUS. Trolling the documentation
reveals something about BOOT files, but isn't explicit about how to use them. How does one
make this application database portable?
