Answering my own query - Don't use Oracle 7.2.2! I rebuilt with 7.3 and it all worked fine. I was fooled into thinking SQLPLUS worked, but I was using a 7.3 version inadvertently.

Now if anyone knows how to fix Oracle 7.2.2...
