I have some experience with OWS 2.1 and the OWA replacement cartridge (http://govt.us.oracle.com) on NT and I can say that this combination is stable and allows you to do PL/SQL and (database or other, with some programming) authentication. I have tried to achive the same results with OWS 3.x and OWS 4 (beta), and failed. If you mainly need PL/SQL and can live with the limited front-end, I say go for OWS 2.1 and Thomas Kyte's stuff.
