You must also install TCP/IP onto your computer (even though you are or are
not networked. Go to Control Panel, select Network, then add Microsoft network and install protocol TCP/IP.  

When you then try and connect to local database, your users should then come
up. A good book to look at is "Oracle 7 for dummies" - I thought it was very
good for beginners.

You can then use your SQL*Plus commands to create a user and then connect the user to the database.
