You'll need to run the setup from the window 3.1 directory to get the extra files needed to run Developer. Oracle for Win95 is a 32 bit application and Developer is 16 bit. Why they came together is just a mystery to me. Also, make sure you set your environments in the autoexec file.
Something like this:

set oracle_home = d:\orawin95\bin
set oracle_sid = d:\orawin95\database

There is a text file on the CD that almost clearly explains the 16 and 32 bit problem.(almost !)

You may also have to change your oracle.ini file.

It all works great once connected. It did drive me nuts for awhile before it worked.
