Zip version of Workbench 6.3.9

[Quoted] Just noticed that Workbench 6.3.9 has been released, with a major defect - it has been decided that Windows binaries will now only be released as an MSI, not as a zip - which means it is no longer truly portable!

Anyone know what the reasoning behind this is?

Or where I can get a zip version?
