Well, you can run Oracle 19c within OL8 container running in Docker (or Podman, which I prefer) on a OL9. You should put "FROM oraclelinux:8" into your Dockerfile and you can run container on OL9 Linux. I am quite sure that Oracle Corp. would support that.
