FAN relies on ONS, which runs as node app in Clusterware. Not sure if it can be run independently.

We've heard rumors (from Oracle) that cman with proxy resident connection pool can notify client if something happens with the database. Unfortunately our POC is still in the works, so I can't comment much on it ;)
