Oracle 20c is only available in the cloud and will never be available to the regular customers. Oracle 21c will be available in 2022, thus the name. In the mean time, the pressure on Oracle is growing. PostgreSQL with, parallelism, hints and declarative partitioning (although still no global indexes) is good enough for many applications.
