We don't have Exadata Cloud so I can't comment on how that compares but we sometimes have to manually purge some of that content if we get a sudden flood of data:

Otherwise, is it possible your retention policy is too long and not purging often enough?

Also, in our case, the default Exadata deployment left a lot of unused disk space behind. We had to use the LVM commands to allocate that space to /u01 which gave us a lot more breathing space.
