A deeper MOS search found 1922901.1, which states that block media recovery can't use level 1 backups, so archive logs are kept from the last level 0.

Which is a bit disappointing, to say the least.

Looks like I get to manually maintain my FRA for a few weeks while our archiving runs. Fun!
