Dynamic registration issue of db_unique_name_DGB from on 11.2.0.4 database into grid 12c listener

Hi There,
I have two ODAs bare metal.
Data Gard between the two first node for one database.
All network config is ok, duplicate done successfully, create configuration done successfully
Except, the dynamic service db_unique_name_DGB is not created on the standby site.
It is create on the primary site.
After adding it manually, everything is ok.
Does someone have an idea?
