OEM 12c Designing Custom Pages

I have done some research and figure out how to customize specific pages in OEM 12c, now I would like to give a user access to only those specific pages I have customized. Is there any way to do that? I have a manager who really doesnt understand what he sees on database performance page, so I designed one that just shows cpu and memory usage. Now I want to make sure that he has that as his initial page (I know, set it as his home page), and only has access to one other page. Is there any way to create a role or user that has access only to pages in a list?
