Windows "forgets" to start the listener service

This is Windows Server 2003 SP2 with Oracle 11.1.0.7 and 11.2.0.3 running five Oracle instances.

When the system is restarted Windows sometimes fails to start the Windows service for the listener. Its Startup Type is set to "Automatic", but the event log shows no entries for this service. The log file for the listener under diag folder also shows no activity for the listener at the time of the system restart. Has anyone else experienced this problem? Where else should I be looking to diagnose this problem?
