I actually started to respond with somethign similar and got distracted.  Salt and Ansible are probably the best options for OP's use case, since they want to kick off remote execution of commands and states, while Chef and Puppet are both eventual consistency omodels that don't map as well so a "do this now!" kind of model.
But yeah, no need to reinvent the wheel by building a remote execution framework.
