The note from my reading talks about the path issue at the time of upgrade and or relinking of the 11G software I would try and reinstall the 11G software after ensuring that the correct path is set - just to eliminate this possibility

I looked in that note and recreated profile with all environment variables
pointing to 11.2.0.3 installation but no avail. Still the same error. There isnt any mismatch in sqlplus.exe
